Cyberocracy wargoal first and Torment Nexus wargoal second seem to be making sure the workers do not actually switch to the second goal

Tool tip hovering over the worker units still has the old description and does not seem to be processing inmates towards that goal. I need to use the mindport kidnapping to fill the quota.

Edit: It seems like the tooltip shifted after disabling the cyberocracy buildings, seeing if they actually bring anyone back still though.

They never brought anyone back, I did fill the torment nexus without murders because of this though.
