Water plant - Armor pierce rounds

I'm trying to complete the water plant but it says I don't have armor pierce even though all my weapons have +armor pierce and I use the consumable buff?

you need to use the piercing ammo 3 time on the same turn and the same unit to reach +120 armor piercing
