If you're not paying for it sure. How many DLCs have actually increased the player base of the main game? Outside of Phantom Liberty (and the Anime might have had more to do with CP2077's resurgence) I can't think of any.
DLCs are primarily targeted towards people who already own the main game, and I think they've covered that audience. PGI isn't a AAA studio with a giant marketing budget. Their marketing has been in line with what I've seen for DLC from other games working at the same level.
The way things are unless you're reading the news on steam you might not even know the dlc will be out if you own the game.
