What rules do developers violate, when uploading a game to Steam without achievements? Can't a Steam game be without achievements?

It's not a requirement, no. Although I kinda wish it was. Some people love achievement hunting. Me included. A game having achievements is one of the main reason I decide to pick up a game, if I was considering it.

Then they are nobody at all and there is nothing to call them. Personally, I can transfer Xenus 1 to the engine from Xenus 2. The whole game! In a burnt form, of course. But just like that, on one enthusiasm, for moddb or nexusmods, I'm not going to do it. In fact, this is a deception, this enthusiasm of some kind. Well, they have every reason to do this, by uploading the game to Steam!
The only thing, that is there, the size of the level (one cell on the map) in Xenus 1 is 30x30, and in Xenus 2 the size of the level is 60x60. That is, will need to fit 4 Xenus 1 cells into one Xenus 2 cell. That on the map in mapplanner, that in each level of the game in the level editor.

I completed this game many times in the past, i would consider to buy and play the game once again if there was achievement with this steam release.
If not, i just have to use my old iso and all the community's corrective patches.

Btw, for all the new players: when you have to walk and survive in the jungle, you can shoot the trees, coconuts will fall. Its a saving life trick.

Lets stay away from soldiers, paramilitary, rebels and mercs so as rookies but you know the deal: War never changes, regardless what sort of people you do throw into it!
Sure that you do not tell anything apart of that what your are telling and compared to this it makes so much sense like doing a mod with e.g. zero inventory weight and transparent water, second was the topic from WG as you might recall...
Cheats or senseless mods just are good for impatient gamers which dont have what it takes to complete a game on the regular (honorable) way and just spoiling all for no reason, for that choice of ease we have levels of difficulties.
Achievements, not to forget the topic, are rewards for those who really want to play the game and call themselves a completist, matter of fact- being a bit hard to make them for those games as White Gold and Precursors dont have rewards either but the biggest reward is to get from A to B :-)...

Well, how to say it. There is a technical component to solving the problem. But whatever it is, sooner or later it will move into a relationship. Only the technical component depends on me. That is, I can write dialogues, make missions and insert the voiced dialogues of these missions into the game. But I'm not going to voice them myself, am I? Accordingly, if no one will voice them, then why should I do the technical component for all this? Why can't they voice the dialogues of the two addons of these "Big War" and "Legend is alive", so that I can insert them into the game. This is how the work should go. Well comrade, I am quite sure that with above you do refer to your community as the Western sector hasn't seen that much about your developments and if, it rather is unplayable coz of the language differences but the more to be sure that there is potential in your work.
Sure that a support- not really referring to this BP what is off the grid but for the more promising WG and TP would be possible if you might state the requirements, clearly.

Well, you see, unofficial work implies an unofficial source of funding. The money is in an envelope. But not the absence of salary as such.
