Game is active and playeble from i dunno 4 years ?beta is working from 2 years ?
You can enter game even today so why you wont check if "its scam" for yourself .
And it is playable since a long time for many players. You can not play scam. But that "scam" crap is misused very often, also on Star Citizen, for example. And often only from players without any patience or understanding for game development.
So you shouldn't believe all, what you here from random guys.
Dual Universe is now for 8 years in development and ready for Release.
since 6 years in Alpha and 2 years in Beta.
Its not perfect, but EVE online were also not perfect at its release in 2003
But DU has all the neccessarry tools for the players to create anything.
The Players shape the universe however they want and create activitys with Voxeltools, Logic Elements and Lua/CSS/Html programming.
A playerdriven economy is fulfilling the sandbox dream with all players from all around the world in just one single gameworld.
Get a free trial or a summer DAC from players or just try it for 10 bucks for one month.
And see for yourself that it is honestly not a scam.

What is being released is simply an attempt to recoup the investment.

Sadly yes. PVP is a mess in this game, not enjoyable at all, lagg is very bad if there are more players and ships. the lod is nonexistent and stuff pops up. and not to mention the 1998 graphics and no physics, No AI and coding only works when you are online.

The game trailer is still full of things that are still nothing more than JC's wishful thinking that he could become the real life James Halliday...you can't do many of the implied thing at all....

Its a joke. They could atleast make the gems blend in a little more. Looks really out of place.
I do not really know what really is in the game and what not, but I remember that list well, yeah. But from that what other wrote it sounds not so good yet.
The question now is: will it be better after full release? I don't know how good the base actually is and how much can get fixed after release with updates. A MMO need at least a solid base on release, if the base is bad, the MMO never will be good, because after release you can not change much on the base anymore.
If by some miracle enough money is injected into the game to start actually growing NQ instead of shrinking it (their headcount is down 25% over the past 2 years) - it's possible that the game will actually see real gameplay loops added beyond "Haul this crap" and "Fly 4 hours in space to mine" and "Camp for hours in a PvP area hoping to see someone."
I have 4 DU accounts - so yeah I'm $200 into the game and sure I'd actually LOVE to be wrong and actually see it not shut down - but I've been around long enough to know better.
This is going to go the way of Starbase and Worlds Adrift - there is just no game here and no money to make a the game.
Starbase and Worlds Adrift both failed and both actually had more gameplay more potential than DU does. I see no path to recovery for DU. So I firmly believe that this release is nothing more than an attempt to recoup some money by shoving what they have out the door.
There are two words that I hate to read/hear in one sentence... "MMO" and "potential". I played many MMOs in the last 20+ years and all showed a huge amount of never used wasted potential... And especially on Sandbox MMOs it really hurts.
I remember good when they announced DU first at Kickstarter, they planned to have millions of players in that world, but actually it looks like they could be happy if they have 10.000-100.000 players.
