TFC Custom Spray

I have seen a crap ton of people waltzing around with custom sprays, is there any way, to make custom sprays? I don't get why you have to download a CRAP ton of stuff just to make a simple image appear, does anyone have any idea how to make a spray without downloading atleast 7 items? If not, is there any easy way to make one?

Yes, you either save one pic from the internet, or you use paint.
