@Barney: There is a special folder for addons, try this one first. Create it if it doesn't exist yet. I'm going to assume that Steam is installed in "C:\Program Files (x86)".

The other option is to install customisations (Valve calls it "custom addon content") into the tfc folder, but only do this if you have problems using the tfc_addon folder.
C:\Program Files (x86)\Steam\SteamApps\common\Half-Life\tfc
Depending on the type of addon (sound, map, model, sprite etc) you need to put it into the corresponding subfolder.
For example, if you want to add a custom crosshair which are essentially sprites, you put the files into one of these folders:
C:\Program Files (x86)\Steam\SteamApps\common\Half-Life\tfc_addon\sprites
or
C:\Program Files (x86)\Steam\SteamApps\common\Half-Life\tfc\sprites
Skins are part of the models folder. For weapons you can use "tfc_addon\models" or "tfc\models".
Player models however are stored in subfolders, depending on the player class. E.g. for medic:
C:\Program Files (x86)\Steam\SteamApps\common\Half-Life\tfc_addon\models\player\medic
or
C:\Program Files (x86)\Steam\SteamApps\common\Half-Life\tfc\models\player\medic
Using the tfc_addon folder requires that you allow custom addon content in the TFC video options.
Detailed instructions how to install a particular addon are usually included in the addon's readme file, so you should read it first before installing. ;)
If it's an archive (zip, rar etc), it has to be extracted first because TFC can't handle archives.
