Add Element for keys?

I know people say rarity 1 is how you get the Add Element on keys, but I was wondering if anyone got that trait without having rarity at all. In other words, before having to get Adamant. The reason I ask is because at the point I am in the story, it will not let me pass a certain point in the underworld unless I progress, and that is where the Adamant is.

EDIT: Yes you can, although very rarely. Took me about 30 reloads.
