I am sorry to break it to you, but... boobs ARE part of the body, not a separate entity. So they SHOULD fall under body physics, and move along with the rest of the body when the impact of movement is thus that it would.
It makes perfect sense they'd sway when running, as physics would then apply, hence, the fact they do, means there ARE boob physics. Just not weird over the top ones that make them look as if they're saggy balloons filled with watery pudding. They move more accordingly when it makes sense, i.e. the character whilst running; as something can not move faster than the other when submitted to the same impact, velocity, inertia, and gravity.
There's plenty of games where female characters, whilst running, have their boobs remain stiff as a board. So yes, the way it happens in the game ARE, in fact, boob physics. Seriously, it'd make no sense for them to solely move in an over the top way as some games have it, and I don't get the appeal. Do you like boobs or pudding filled balloons?
