Because the game isn't particularly well thought out.
What creatures will automatically do is based on their primary and secondary jobs. The reapers primary is FIGHT, which means he will walk towards ongoing battles happening elsewhere on the map.
Hornies get angry easily as the things that usually make other creatures (and people) happy; Eating and Sleeping, actually make him angrier over time. He only gets happier by praying, getting paid, killing enemies and standing near corpses.
When he is angry, he will not stop for any reason. You can give him all of the money and temple time you want, but he will never be happy again.
The locked doors of his tiny room make it extra hard, because if the tiny treasure rooms inside his dungeon run out or he needs to get out for whatever reason he will get upset.
Possibly they gave you this setup to sell the idea that reapers are hard to maintain and get angry quickly. If they would have presented them in a normal dungeon some people might never find out they get angry.
Because of this map, to this day you will find people arguing that you need to build the reaper his own dungeon.
It¨s the only thing that balances Horny really. You have to deal with his psycho BS if you want his demigod tier service. If anything it's a bit too easy to pacify him reliably with a temple (until he gets into his permanent mad state that is).
I find the reaper quite decently balanced. He is also very slow and expensive to train and his high speed will get him into trouble. To such an extend that even after people know how to deal with his anger issues they really don't focus on just getting as many reapers as possible.
What helps with that of course is that the mistress is already a great unit to have.
