Do enemies respawn?

I enjoy games like RE8 or RE4 or Evil Within 2, where enemies respawn based on story progress, but not due to time passed or areas changed. It kinda ruins the whole RPG resource management when things keep popping up.

Enemies don't respawn. The ones you kill stay dead.
Occasionally, new and different enemies will be added to areas you've already visited. These are single moments triggered by story progress.
