I doubt he would do that, he seems like he was a genuinely good person and was pissed at crow and tolman for getting Elaine hurt.
It doesn't make much sense that he would put those traps unless he really went crazy, but since he's the park designer he's the only game character that would be responsible for that decision.

All the traps? They only seem to appear after you encounter marvin and as we know he's a huge piece of crap who wants us dead, tolman's puzzle is all about him trying to find a pattern to the future disaster, the whole reason the park is locked up so tight is tolman and crow trying to contain the guests from the outside.
All i'm saying is that everything in the game seems to make reasonable sense at least to me, the shotgun puzzle in haunted hill for example isn't a real shotgun which makes plenty of sense.
