How to download Global Landscape

steam DLC only has maps for Europe and North America, how can I purchase maps for other continents?

You need to enable global scenery from settings and it will stream it (but you cannot download them)

On the main menu there is a button to access the global scenery streaming. After agreeing to the terms you can use it and fly globally.
DLCs for Europe and North America add high quality content that is available offline and come from a time before global scenery streaming was a thing.

I have agreeing to the terms. But I can't use global landscape. I live in mainland China and I have use a vpn.

Just out of curiosity are there any native Chinese developed flight simulators that we cannot play in the west?
