There are multiple choices that are good for your starting choice but generally every JPN site (altema, gamerch, and other Japanese BBS) would agree on Tyr (wind sword girl), Luna (Fire Axe girl), while commenters would all vote on Farasha (water wand girl)

what best choice is your most favorite characters that you like follow your own mind and taste, this game almost same like as genshin impact. THERE ARE NO BEST CHARACTERS, whats best is the way you play it and the most you like or favor.
tier list only make strong if players choose it much, but in my experience playing RPG anime like genshin impact or other game MMORPG, mostly newest up coming characters will be more strong. So if you just confuse to get what characters on this game volzerk then you maybe need follow your heart choice without any regret.
