The home valleys now host three base biomes and two additional, more advanced biomes. The advanced biomes differ between home valleys, while the base biomes are always the same.
On top of that, the resources are now tied to specific biomes.
Typically, Enoki is tied to a non-base biome. This means that some home valleys have Enoki, and some don't. They are spots in the wildlands, but here, too, only in the specific biomes.
All provinces have some Enokis, and all provinces have some home valleys with Enoki.
Of course, the valleys without Enoki likely have other resources that home valleys with Enoki don't have - because these home valleys don't share the same non-base biomes.
