works as intended, you don't need foundations just place one foundation in a plot next to shore the use beams/floors at surface level, remove foundation & voila magic solid green stable beam foundations, as water level counts as ground level, if you build a hull or any structure under the surface stability may become a factor then just use support columns either from the river bed or connect directly to surface level structure (alt+scroll wheel) adjust as needed. If you only have one plot start at the shore, build a path out to desired distance, delete plot & replace as needed, your build structures don't get removed when deleting plot *BUT be mindful if building a bridge etc that the build is within a plot, there are some scummy players that will just destroy anything not covered by a plot for mats, & have sod all appreciation for others hard work.

But I did make a swimming pool in my plot. Well more like a wading pool so I dont kill myself :)
Funny thing though. As I figure out some building things I am now considering tearing down my entire 2nd plot & starting again. LOL
do it, i spent about 3 weeks on one build only to have a wild idea late one night & knowing the time required to move (demolish & relocated) would take days but ultimately it was worth it - don't think about it just do it, it'll be better with the knowledge you've since gained :)
