So they want characters to be specialized, if not now then later.
They said they will wipe character progression during Early Access too, when needed:

I've asked in several different threads about this, and the developers conveniently ignore the question. (They've even locked one such thread, so they obviously must have read it.)
I've asked and waited and given these guys plenty of chances. I can only come to the conclusion this is nothing but a scam. "Sandbox" my butt.
They have not decided on the final pricing model. They have been open about probability of subs. A cash grab would not reveal they planned subs whenever the game is ready for full release.
I agree, it may seem confusing at first if you didn't read up or do any research before you spent $100.
You can try different servers/zones, without committing plots. If you find a place you like you can certainly settle. You can get by with one plot for a character, although I understand the desire to use more than one.
In theory you can join a clan and completely utilize clan resources to have a character without needing a plot (although there would be a lot of trust required both ways).
There are other ways to utilize those characters, some of which has already been mentioned.
