Keep it away from the roads and POI's and your generally good to go.

Figured it out... you have to be within the borders of your selected zone. I had wandered farther afield and so no joy... Seems kinda stupid to have the vast beautiful areas with amazing views that you are restricted from building in. I had my eye on a remote roadside inn but alas...

...but maybe the dev's have some kind of reason....

It doesn't need to be the zone you started in, you can also build in the other zones in the same province or the other provinces ("maps")

you have to build within the red starter zones, doesnt have to be your starting zone, but it cant be in the middle of the map

Can you move out of the starter zone at some point? There’s such a huge world and forcing us to build on top of each other kind of sucks.

I believe you can build in any of the heartlands.
You cant build in the wildlands.
