Most def place buildings near even the small stone roads. any efficiency bonus adds up over time spent in production compared to without. So even the green paths are worth it.
Also, if you are on kun, the first leviathan, pack stuff in tight. You will be short on room.
Stone paths are supposed to connect seamlessly with each other. Unfortunately, it does not always work: Sometimes pieces refuse to connect, sometimes they connect but do not allow you to confirm placement, and sometimes they are hell-bent on connecting to any tile but the one you need.
I had this vision of a small town with beautiful cobbled streets. I am very close to abandoning it because I cannot finish paving the streets.
