Once they are ready to settle you get a world message for it. You can go into the guild building and there's a tab for all adventurers waiting to settle. That's where you actually do the settling also.
For me I've seen them instantly max out favor by switching all their gear to the next tier.
Where do I get these things or do they just cost gold and basic resource? Bear in mind I am very new to the game, only played a couple hour and furthest I am is building crafting table and quarries.
If you haven't, get those two and the trader researched/built. Loot that adventurers pick up show up in the trader. I think you can build green tier equipment at the start which is better than the default white tier gear starter adventurers show up with.
Later you can build weapon and armor stores that you can sell the equipment in so that adventurers will take care of themselves. But to start with you have manually go into the characters and click on their equipment to change it out.
For any adventurer you really want, like a purple with a good bloodline, then the 'Boss' bounty grants 50 favor, and it's very useful. I'm the "Treasure Island" map, getting the King Crab boss to spawn is fairly easy and a decent way to trigger a settlement request, if your adventurers can kill it.
Bounties gives more favor if they're higher rank, so a few S-rank "Kill" bounties of easy mobs are a good way to get adventurers' favor up.
Failing that, bribe them with gear! When you preview an item to give them, it tells you how much favor they'll get.
They also gain favor when they use the services in your city, so it's worth allowing them time to take a break (although their needs are gated by the level of your leviathan).
