BUUuuuuuut it has Victory points, which force a match to end just when it gets interesting.
You get points for having more gold than the enemy or doing a quest and such.
And when you have for example 3 of 5 points, the game ends and you win.
It will end before you have the chance to really build your town and you will always feel the pressure of the victory points.
And you cant disable them, they ruin the whole game.
7 requires a bit of OCD, it's harder and more complex and those victory points are just a spanner in the works. I hate them it's a really stupid implementation, cause you only get to do so much and never feel like you gotten the most out of each stage. Turn off Victory points for sure.
I love Rise of an Empire. It's much more laid back, the type of game you can sit back and enjoy when you are tired or not. It has neat graphics and a good way to get into the series if you haven't played any of them.
It's not cartoon style like 7. It's completely different game really.
It might be better getting the retail version of RoaE Gold edition, steam version seems to have some issues for some people and as far as I know it don't have patch 1.7.
Both games are fun. Should still be able to get a retail copy of 6 gold ed some where, Amazon or Ebay even local. And patch it to 1.7.
I put some instructions on how to install the patch here:

It may work for the steam version, but that's a shot in the dark.
