If you haven't done so already, could you please give the steps[support.ubisoft.com] in our guide a try?
Along with running the game in Compatibility Mode[ubi.li]?

I discovered the problem is related to 4K display. The game works fine if prior the launch I lower the system resolution to 1920x1080.
However, this was not happening couple of months ago. Settlers ran without any compatibility issues. I have i9-13900KF with RTX 4090, so the hardware should be suffice to run the game. Everything is up to date, I use nvidia studio drivers. DxDiag show no errors. The drivers are WHQL.
There is a chance this problem is not exclusive to Settlers VI, I believe I stumbled upon other older game that presented the same issues. Nonetheless, I would be grateful if you could provide a working solution. Settlers VI is my favorite game of all times!

Just to check - did you attempt any of the suggestions I shared above?
Also to note - development has long since concluded for The Settlers: Rise of an Empire, so this is not something that will receive a patch or update to address I'm afraid.

I discovered this had to do with Windows resolution and scaling. When Windows app scaling is set to 100%, everything works well, even if I launch from 4K resolution.
Maybe someone, someday finds it helpful
