Cardus and decumanus would not work

When loading a new city, I try to set the cardus and decumanus, but it won't. It just keeps on moving and doesn't even let me go out of the city. Someone knows how to fix this?

Thank you for the feedback. That's a very strange issue. You should be able to place them everywhere.
