Move your cart in the direction pointed to by the red arrows milestones. After the meetings with your parents and then with the governor, go east (again towards the place indicated by red arrows) until you see a pillar in the middle of nowhere. Go there and interact with it, you will be asked if you want to start a town.

I am running around like a headless chicken. I cannot tell which way the arrows are pointing and I am fed up with it. It will be a while before I come back here, I will stay with the career mode.
Just zoom in a bit dude, there are literally arrows pointing which way to go. They're all pointing at the exact spot you need to move to.
The basic procedure to begin city building in the story is to
Visit the post office after leaving the ship.
Move north to the robbery point by following milestones.
After robbery, move northeast to the small Villa that has the big red marker on it. This is your family home. Go visit the folks.
Move northeast from here after the visit to speak to the local governor.
Move northeast from the governor to find your first build area, denoted by the pillar.

Each step updates the milestones but it really helps to scroll to zoom out. I would remove the clouds from the video options (and restart for it to take effect) to aide in visually tracking your destinations.

There are literal milestones on the map with giant red arrows. I do not know how much more information the game could give you without taking control from you
I feel you. The thing is, the arrows are less helpful as people pretend, as they don't point at the street you have to take. So you should not orientate yourself by the streets and instead scroll over the map and then rightclick at the destination.
