You need to build a slave market. It must be located on a road that connects to the road to the north, coming out of the fog. Slave traders can arrive from there in about 3-5 minutes and drive to your slave market. Once they're there, right-click on the slave market and purchase them.
You also need to build a slave cage. There are 3 available.

I have the same problem. Built market cages and all and have enough scriptorum but slaves are not showing up.

Also as a sidenote I think going back to the city from the world view in tutorial mode is impossible
Same here. I'm in a free career game, built slave market, cages and a sales platform but nothing happens at all. Enough scriptorums are available too.
I've even built this "slave supplier" and I don't know what the heck this one is doing. The tooltip there is massively wrong.
The final key is to have a full road connection between the slave market and the outside world. The road must touch the trade road on the outside edge of the map. If even one segment is missing, slave carts won't appear.

Build a trade road to the road that ends at your settlement, yo u'll see them start floating in.
mmh, I have this road and other cars are travelling onto it.

If it's a bug, it's related to a specific map. Do you remember what map you had the issue. If not can you describe it? islands, lake etc?
Thank you :)
I only encountered this problem after hours on the Island map! I wanted to build the last production chain – ironworking – and I couldn't build any more blacksmiths or warehouses because I simply didn't have any more slaves on the market. I've already left the map and tried importing iron! But nothing helped!

For me, restarting the computer solved the problem. Restarting the game will probably also suffice. I was just able to complete my iron production chain, and slaves are available again.

I have the same issue on Great Plain (my second city in Career Mode). I even built bridges to connect to the second road connection and there's lots of traffic from both connections, including to the Slave Trader. I have empty cages and an attractiveness of 51.

Same problem in Career Mode. The task is to collect the 2k wood and 1k iron for the centurion.
In free2play the same error occured on the same map

Same issue here. Trying to build the temple area and no slaves will show up.

Map is the great plains.

built a slave market at each of the 2 big roads and linked them with each other just to make sure.

Something around 300 free cage spots and just below 400 attractiveness to make sure its not that. At least not in a reasonable dimension.

Slaves did not show up for years. Not fixed by reloading or swapping from one city to the next etc. Not by erasing all slave market related buildings and rebuilding... just no slaves coming :P

+1 same map

Edit: found a hex that was had cut the road, not sure if it was there before or I did it at some point editing the city. Patched it, deleted and rebuild, now I have a supply.
