I never had this problem with the tutorial, and I have now reinstalled the game twice after following other troubleshooting steps.
I had similar problems. It takes too long to load all terrains and other assets. The problem doubles when you reload an unfinished city.
To shorten the time and make the process a bit more stable, I recommend pausing the game as soon as you see the "I have misplaced the stylus. Please wait" screen (when the loading screen is finished). This way, the game simulation will at least stop because I noticed that if you don't pause the game, the buildings that haven't been loaded yet are not added to the simulation, upsetting the whole numerical balance of the game simulation.
The in-game performance is not bad at all. I can play it with almost no problems.
