Ok, this looks really interesting, but my graphics card...
Is really working hard and sounds like a jet taking off, which it rarely does. This makes it unplayable for me.

I play other games like civ7 (directX12) without it breaking a sweat. If i use the vulkan option, civ7 too makes the gfx card noisy.

What API is Pax Augusta using?

I also have RTX 2060 (6gb). Game crashes randomly (career and tutorial). Fps are stuck at 30. I've tested the game on my friends's computer same specs as mine computer only difference being GPU. He's got GTX 3080 TI. Game runs great. around 75 FPS and doesn't crash.

RTX cards are notorious for overheating even in menus etc. Undervolt it through the Alt+Z Geforce overlay, reducing the "Power Maximum" even as low as 55-60% will massively reduce overheating without any performance loss. It will also extend the life of your card. I have a 2080S and haven't played anything with it above 55% power for 2 years now. Performance is just as good on intensive games but it's running at 70 degrees rather than 85-90.
