Many games sync achievements.
Additionally I noticed that I have access to all of the other user's save games. I found out that the game places save file inside the game's install directory, instead of windows user or steam user directory.
Seeing the save games of other players was a thing in the 90s. Today we know better.
In my case the other player used a different steam account AND a different windows account. There should be a separation between user's save files.
I do not know of any other game that would "copy" achievements from one steam account to another or that would use a common directory for the save games of all users mixed together, except (very) old games that came out in a time before multi user operating systems were a thing.
But that's a quirk of the engine anyway. All RenPy-driven games do that. The game devs can't do pretty much anything about it afaik. If you disagree, argue with RenPy developers.

It *is* a feature, though. The main app data for Ren'Py titles flags achievement unlocked or not and since the game is installed on your machine, when launched it sees those flags and gives you the achievements. This isn't even just a Steam thing. I had the game on GoG originally and repurchased on Steam and when I launched it was given my saves and achievements. This is just how Ren'Py works.
Another Ren'Py title I had where I got a copy on the high seas and wanted to support the devs did the same when I purchased it.
