Whether the narrator can actually see and hide the mirror is left vague. He's proven to (unsuccessfully) try and manipulate you by playing dumb, but it's also entirely possible that the original Narrator is peeking in and trying not to let that universe's Narrator echo know.
If the echoes of the echo are aware of their origins, though, they're likely entirely aware of what a mirror appearing would mean, and that should shake them enough to play dumb even harder.
The narrator never lies. At least, I don't think he lies about anything. When he says "there's no mirror there", he's telling the truth, as is proven by the fact that you only think there's a mirror there. You can never touch it because it's not real.
Also notice that the mirror only appears after your first encounter with Princess - when you have accumulated an extra "voice".
The illusory mirror obviously ties into the real mirror that you see before you encounter "Her", and into the nature of the voices - that's why they "die" when you touch the mirror. How? Idk.
The narrator is not the mirror. He falls silent as soon as you're in the "other space", before you touch the mirror - he's already gone. However, by the time you bring Her five vessels, you have so royally screwed the inter-dimensional pooch that I think he shows up because you've borked every artificial world in your path (not that you had any choice)... or perhaps once She has five vessels (and is thus restored to her whole and true form), her influence overrides that of the narrator's. Somewhere in there, a rule gets broken for the first time.
So the short answer is that no, he cannot see the mirror. It does not exist in the cabin, and he is not with you when you see the real mirror.
