stuck on 'a thriving city', specifically 'improve a district in a display square'

I have all other points achieved in this quest of the tutorial (unlock tables and green spaces, and build 10 rustic tent). I got the green park square up to tier 1, still not checked off... how do i improve?

okay, seems I improved the district to the wrong one. I had to build a second one and improve it to a 'display district'. As soon as that completed the tutorial was pretty much finished as I had already completed the next quest(s)
