No Social District

Hi, currently doing my first story play-through. I am at the quest "Self-Control" where I need to get 700 Social District score. But I have not unlocked or seen the Social District building. I have completed the entire research tree and I have access to the other districts; Market, Botanical and Cultural. I have found about 5 or 6 research tablets that provided upgrades to research, could it be found like that? How do I unlock or find it. Thanks for the help.

when you build market, botanical and cultural district, you can turn them into specialized districts that required specific building and allow complete objectives

Thank you! Wow I completely missed it. I think maybe an option from the build menu might help to show the 3 options.
