The Parking Level is fine?

I want to make sure if the parking level is fine, I found the lock pick, opened the back of the trunk of the car so what's next?

Open the sewer hatches, I think

You can open up the second area by moving the three shopping carts into the parking slots that have a red light above them, I of course had to open all car trunks of both areas as the bolt cutter was in the last one. (you can also get killed in the lockpicking minigame by the speedy spider monster, so beating this game without dying is almost impossible now) Opened the sewer hatches with the bolt cutter, found 2 fuses and the I, II, III levers for the red door in the previous area that leads to air vents, which only seems to lead to a radiation suit. I found no area that needs a rad suit. After that I only found a hatch on the ceiling near the elevator, that can be opened but no way to get up to it. No clue how to progress after that. There is a fenced off area with stairs near the elevator, which also has a sewer hatch, but I found no way in the three accessible sewers to get there.
