Penguin Hat Puzzle

I've searched this pages in hopes to find something to help me with the peguin hat, which has a puzzle with a pickaxe, an axe, a spatula and a fishing rod. I've heard of an npc talking about an event regarding two fishmen, a miner, a chef and woodman.

However, I cant understand what im supposed to do with the puzzle? I cant pick stuff up, i cant headbutt them, dancing doesnt work, i cant move them nor anythig :-:

Somebody referred to a bulletin board in a snow field but i've yet to find it, doesnt seem to be anywhere 💀

The bulletin board is in the middle of the village. Hint: It also took me a while because it never occurred to me to hit the penguins T.T

It's an ice sliding puzzle with the penguins, you need to make it match the story, so put 2 penguins by the fishing rod, etc.
