Ground Bait

I'm 88% through the game but still haven't used ground bait. Does anyone know how to use it?

If you fish in the same spot and catch enough rare fish it won't let you fish there anymore. It then lets you use ground bait to attract fish and fish again.

It seems to be super rare to happen (I never had it happen in my entire play through). Fishing and the cooking minigame is too much hassle for me to do it besides getting the collections complete. I made most of my money doing pottery.
