I talked to him and he said to meet him at the Heart of the World, but he isn't there and the sanctuary pillar is still up. Also there is no quest for this, so I don't have any reminder for it.

I got lost with this too. He is at the top-right cave of the place where the sigils are placed. You will have to complete a puzzle to meet him.

What aqua said, except you dance with the Batt Hat. Once you've completed the puzzle the portal it opens takes you to what I presume is a mountain top or plateau of some kind. Go to the top and dance with the Batt Hat, it'll reveal the path.
