how do i complete the penguin hat quest ? please help !

Put 2 penguins at rock with axe, 1 pengiuin at rock with pickaxe and 1 penguin at rock with cooking tool.

One thing to keep in mind that both penguins need to touch the axe rock. So having them in a a queue/line won't work. You can kinda cheese the puzzle itself since the rounded edges of the island allow for repeated nudging and moving (you can even shove them onto the water)
