Do you think that I could constantly do 144fps with a 1660TI, ryzen 5 2600x and 16go ram ?

I wouldn't count on it. I'm barely breaking 144fps (med settings) on just some maps or circumstances and I'm running a 6600xt and 5800x3D. Not sure though how low you would be ok with going in terms of graphics, you could gain some frames that way.
