Shaders absolutely NOT compiling

Soooooooooo... Are they trying to forcibly push players into their new games ?
Because it sure feels like it.
Out of nowhere I have to recompile my shaders, but I never reach 1% completion, absolutely nothing happened for an hour. I tried to restart, I tried to launch game, go back, restart shaders compilation... What in Uncle Ben's sweet hell is going on ?

Same thing. I thought about it all. I have two drives, a Hard Disk, and an SSD. Months ago I moved my steam library from the HD to the SSD. So I've technically speaking "played this game before", the directory just changed.
Am I about to unistall / reinstall the game completely to fix this isssue ?
