Fatal Error. Crashing on startup

I was able to play this game about a year ago no problem. Today I installed it again and I'm getting a "Fatal Error" message window.

I tried every possible fix I could find online and nothing worked. The Error says:
"Unfortunately, the application has unexpectedly stopped working.

Trying a "Scan and Repair" might solve the issue.

Interestingly, when I run the game as Administrator it gives a different error message that says "Steam must be running to play Call of Duty: Black Ops Cold War"

Has anyone encountered anything similar and know how to fix it?

Exact reason I asked for a refund, but i had "more than two hours played" so no refund. Happens constantly, only thing ive found to somewhat deal with it is to go to c:\%programdata%\activsion and delete the shadercache, then load up again and get a bit of play time before it happens again.

Out of frustration and boredom, I tried the classic fix - clean reinstall OS. Previously I was on Windows 10 and now I'm on Windows 11. And to my surprise, the game actually works. What's annoying is that I still don't know what was wrong at that time. I don't think, that it was the OS problem because I read that there are people on Windows 10 and their game worked fine. Perhaps some kind of Windows Update broke something?
