Report a translation problem
Try using it in borderless or windows to see what screen mode makes it smoother.
Try disabling SysMain (old Supertech service, or something like that, search SysMain or google it to be more trusty about what service are you disabling).
Try using balanced mode in Windows 11, in Windows 10 use Performance mode.
And put your quality medium to low, meaning you can put texture quality medium but let's say shadows low, volumetric light low etc.. anything related to the environment put them low as these are heavy renderings.
These settings btw are in-game,, under graphics.
