Everything locked
I tried to play, and Cold War starts up, but at the main menu, I cannot choose Campaign, Multiplayer, or Zombies. There is a padlock symbol beside every option. It give no explanation. When I click on Multiplayer, nothing happens.

Check the DLC section on the Library page, and make sure everything is checked. Go to owned DLC just to make sure items are checked.
