The error I get:

Unfortunately, the application has unexpectedly stopped working.

Trying a "Scan and Repair" might solve the issue (nope brings us back to our original problem)

if the problem..... yada yada yada
blah blah blah

If you're having trouble connecting to the Call of Duty: Black Ops Cold War, you should first check Call of Duty: Black Ops Cold War Server Status.

If the status indicator for your platform is not green or an alert is present, you might encounter connectivity issues until service is restored and fully operational.

However, if the status indicator is green and no alerts are posted, several other factors could be affecting the quality of your connection.

If this is the case, we strongly recommend using a wired Ethernet connection. A wired connection will allow your system to achieve optimal performance when playing an online game. Wi-Fi connections have a wide variance in reliability and bandwidth, and can dramatically affect the quality of online gameplay. Wired Ethernet connections will maintain the minimum bandwidth connection that is required for online gaming.

Check Steam Server Status

Test Your Router

Troubleshoot all Firewalls

i have the same problem
I had the same error message, then I did the whole thing again, this time I waited long enough that I got a "download complete" message on steam console, then I moved the files again to the right folder (overwriting the old ones) and it worked.

Basically, after the depot downloads you go into the depot folder, copy everything that’s in there and then go into the call of duty Cold War folder (wherever you have it located) and simply paste it into the folder. There should be a prompt that pops up asking if you want to replace these files, you’ll wanna click yes or click replace files. After that you simply go to your steam library, go to updates, and click only update when I launch it. To be honest I forgot how to get to the updates for a specific game but after that it should work perfectly fine. It worked for me so hopefully it’ll work for you

I've been downloading this file for 3 hours and I didn't get the download complete message.
