First, I want to know if this issue also occurs in Modern Warfare 3?
You might have done some troubleshooting steps, however in order to try to resolve this we need you to retry those other troubleshooting steps you might have done and try the listed steps here so kindly perform the listed troubleshooting steps and let’s see if it will make a difference on the performance of your gameplay:

3. Unplug your network system (modem and router) for a solid 10 mins
If you are on a wireless network, we recommend that you use switch to a wired connection.
4. Check that proper ports are forwarded and that you have an Open NAT Type: (https://support.activision.com/articles/port-forward-and-nat-faq/?q=nat)
5. Uninstall and reinstall the game
6. Try connecting to other network (mobile hotspot)
7. Try updating your modem's firmware (if modem's age is 5 years old and up)
8. If possible, try uninstalling the steam launcher
Also, Kindly try this, Simply uninstall CoD and remove CoD permanently from your Steam account, then restore the game from the same path in the support section. This will fix it, but you want to download the game again , you will not lose anything such as your rank or DLC's.

It has to be an issue on Steam's end. My husband is on PC through battlenet and my BIL is on xbox and they have been able to play just fine, but I can't even join the party, much less get into a multiplayer lobby
For sure. The game was working perfectly. Now it's not. There is no network issue. There is no PC issue. It's an Activision issue.
