Why not? Its just a ♥♥♥♥♥♥♥ map editor for outbreak, nothing so freaking different or difficult, if they share the codes, the modders would even be able to do it an a week but activision doesnt give a care? that wouldnt be exceeding 3000 euros to initiate such a project...

I've played a bunch, maybe 1 in 20 is a good map. Most of them give the player an obscenely OP Wonder Weapon and remove the perk limit, alongside custom guns that make the base BO3 ones(that are already really good) seem like a bunch of SMRs. Shoot Haus was a good recent one, though.
