You have to right click the game in your library, go to properties and then go to dlc and click the box for the HD texture pack.
This did the trick! Thank you!
Read what the tooltip says, if you have textures set to Very High, you're using the HD Texture Pack.
I am also the same problem
Please I want a solution
I had same issue. I unchecked the box for the hd textures and rechecked it and it started the download for me.
Even after it downloaded the graphics menu still says "download" with the worthless link. I am uncertain as to how to tell if it's actually functioning. I am using a bit over 6 GB of vram, so I'm guessing it's not actually working.
*After playing for a bit, I think the hd textures are in fact working.
I have the same question I have it on ultra/high like it should be so it should be using the hd textures.
