No, it's dead and doesn't even have a singleplayer campaign.

BO4 Blackmarket doesn't even work on PC. Can't even get my free bribe smh

It's not dead in EU if you want to play TDM. They recently fixed an issue with Black Market and after update cheats don't work apparently, because there are no aimbotters for now.
