From what I've seen (most other players seem to agree as well), Space Marines are the strongest and the most straightforward. Eldar I don't have much personal experience with, but they seem to be strong as well. Necrons are weaker and more gimmicky, followed by Chaos. Orks are close in strength to Chaos, but they are significantly less consistent (have to rely on lucky combinations of several cards to do anything).
Tyranids are a complete mystery to me as I haven't used them myself and they are also a rare opponent to face. I don't think they belong to either of extreme ends of the spectrum, they appear to fit somewhere in the middle.
my personal tier list faction wise
1. Ultramarines (will get nerfed a bit soon i guess)
2.Necro/Elder
3. Tyranids
4. Orc (ultra strong in draft mode.) And can win easy with just lucky draw but not consitent ,
5. Problem is the are to radom its real Chaos in this game :P
Chaos struggles the most. They have very lopsided matches.
They either can't develop a board or they snowball and win.
