I don't think I ever timed out once playing HH Legions and why not give players a bank of time like MtGA that they can dip into for long turns.
There isn't a perfect solution, but start by pausing the timer for animation, then consider adding a second or two per action taken.
I will straight-up guarantee that my APM in the game are massively above average and I'm also actively thinking about my turn on my opponents turn.
'Roping' or people who take too long to do anything I also find annoying, but that's not what I'm talking about. I believe there was no timer at one point during the beta and people would just AFK to make you quit out, so I understand the need for the timer. I'm just saying the balance is off and animations need to not count against your time and/or the time needs to extend if you're still performing actions.
