Sedition From Nobility
How do you influence this (Sedition from Nobility)? And how do you influence a court member loyalty if they are not a peer/governor and the are not in charge of any of your troops?

Whenever my Authority rises beyond a certain point my Sedition from Nobility appears to arbitrarily rise. Whenever my authority drops below the "cutoff" bar the Sedition from Nobility likewise drops.

Is it a magic number or is there some way to make it go down ?

Refer to the last paragraph of 9.1.2 it gives a good summary. The behavior you are experiencing is normal when your Authority reaches certain thresholds too.

Bottom line is that there are factors that influence it, but nothing can be directly done about it.

There is a negative modifier to Authority once your stored pool rises above 50, and gets worse as you approach 100. This modifier is a labelled Sedition from Nobility for flavor purposes (I suppose you could rationalize it by saying saying nobles get jealous when you flaunt your authority), although its real purpose is to act as a flexible soft cap on stored Auth. And yeah, there is no way to get rid of it except by spending the stored Auth which caused it.

This represents the fact that your overwhelming authority encroaches on the nobles' privileges, creating discontent.
