Light Artilery .. oh wow

I just got a light arty unit (siege) at my capital in Paris. Not sure how I got it, but it's cool. Anybody know more about this unit?

There is either a military building and/or temp structure that uses no slot you can build that generates them and I think the building may have a low percent chance to pop one every so often. I've received two at random now (on about turn 220). Mine are levy though which is kind of a pain as I prefer standing army unit types but what can you do?
